The picture is of an older (bbd April 2023) 6200 calories ration. It is a 24-hour Dutch Military dried ration with the high-energy and arctic module. It is a code 02 menu 3 ration. Here is an overview of what is included in a newer but similar ration (code 12 menu 7) with almost 6500 calories instead.

So the rations within the Dutch military seem to work as follows:

Dried ration Pouch (wet) ration

The dried ration is mostly for the light infantry and special forces as these are lighter. But they require hot water for the main meals. They are also used for arctic conditions as the wet meals might freeze. The relations have around 4200 calories. The rest gets the ration where the main meal comes in pouches (wet).

Then you can also add 2 modules:

High-energy module Cold-weather module

Those come within the ration. The High-energy is for when you need the additional energy, like infantry out on patrol. The cold-weather module is a dried ration with an additional freeze-dried dinner. One of those modules is around 1000 calories extra, which puts the ration at 5200 calories. And you can also have both modules, which means the ration is 6200 calories.

Each combination of ration plus optional modules comes with a code and are supplied as a single 24-hour ration. Each code comes with 8 different menus. The calories between the menus can vary with ± 300 calories. For example, there is also a menu with nearly 6500 calories.

Of course, soldiers are only dependent on these rations when they are on their own (regarding food) in the field. Normally they would get their food from the mobile field kitchens where chefs make warm meals, which are better (64 meals divided in 2 seasons). But those cannot always be there, be close-by, or get the food to the soldier, in those cases they rely on these rations so that they can operate independently. Other than that, soldiers also eat proper meals at their base.
