There was a young lad who used to sit on these steps in the late 80s, early 90s, who used to sit with a suitcase full of bootleg cassette tapes. Presumably copied at home. He was very popular and so were the bootlegs. Not infrequently the coppers who used to have a reasonable street presence in the city, would chase him up those stairs. He'd bundle his tapes up in his case quickly and run off.
