She’s wearing heels. If you zoom in, it looks like she is not stepping on the dogs tail. Also there is no way that dog is staying still if she was. The pressure would be too great.
no idea who this person is, but looks like shes wearing heels and the dogs tail is between the heel and the toe, so shes not standing on it, the dog easily could have been wagging its tail and the picture just snapped a shot when the dogs tail flicked under the middle of her high heels.
