Is there a bottle return scheme? in Berlin people would leave bottles next to the bin because it meant unhoused people could collect the bottles and return them for about .10 each

Not sure if the receptacle is full. Above it is a message which, when translated, says:
“For the tranquility of the Riverains, we’d thank you to not dispose of your bottles between the hours of 2200 and 0700.”
I figured people just left their bottles on the ground around those times only for it to amass into a huge collection.
