Why is this news? Under Xi, China has arrested and detained even foreign nationals as bargaining chips and then they complain about US sanctioning the very advanced tech. Act like a place with no rules, expect to be treated like one. One example. https://en.wikipedia.org/wiki/Detention_of_Michael_Spavor_and_Michael_Kovrig#:~:text=In%20December%202018%2C%20Canadian%20nationals,in%20Canada%20on%20December%201.

You need a submission statement

Can’t help but think this is in retaliation for the two sailors arrested by the US recently, maybe connected considering the US must have been tipped off about both.

Submission Statement:

This arrest will make CCP increase security, and target Chinese citizens who have traveled oversea. China destroyed CIA network in 2010, and it took years to rebuild it again. CIA director Burns said last month the network in China has been reestablishing. Now came this news, will China dismantle CIA network again?
