Because Reddit doesn't care. The goal isn't to get people to stop protesting, the goal is to make the site appealing to visitors.

Reddit wants /r/pics open, because that has content that draws people to reddit. And same for most other communities.

Reddit would probably prefer that subs like /r/fuckreddit stay closed. There's nothing there they want people to see.
