You are on a Boeing 787. There's a problem with paint peeling off the wings. This is temporary fix to prevent more paint peeling off till Boeing figures out what's up with the paint on wings of 787's. It's perfectly safe, just covering spots where the paint peeled off.

The tape in question is called speed tape. It is not duct tape. It's used on the planes all the time. For quick fixes to non-structural, non-load bearing elements only of course. This tape costs about $700 for a single roll (compare to $7 or whatever for a roll of duct tape). Normally it is used to cover up small imperfections in order to smooth out flow of air; the plane could fly perfectly fine without it, it's just that there'll be a bit more drag.

It also sticks much better than duct tape, and will stay in place at high speeds (like hundreds of mph). That's why it costs 100x more than duct tape. Also where the name comes from: speed tape.

Nothing to worry about, That's "speed Tape" not duct tape. it's common to use this temporarily.
