Poor thing. Near a road perhaps? Looks like the dying one was either hit by a car or attacked by predators.

I was running two years ago and saw a goose trying to wake a dead gosling. I could feel the confusion and terror in the presumed parent goose. I think about it all the time. I don't know that it will ever stop haunting me.
