This is called “Traje académico” it is used by students in special events, and could be used every “academic day” of the week that usually is Thursday, the Traje symbolizes equality since you can be poor or rich but all look the same, JK rolling lived in Porto and a lot of things in Harry Potter were inspired by real things in Portugal like this uniform
