In the comics, Megatron was a revolutionary miner fighting against the Functionist system plaguing the Transformers civilization: the idea that the alternate mode (i.e. truck, telescope, drill) you are born with determines what social class and occupation a bot should have. But he was radicalized after the government tried to assassinate him multiple times and reprogram him into being more obedient. He formed the Decepticons in response, taken from one of his rallying cries, “You are being deceived”.
