Minor correction: it is part of the effort to keep US citizens from voting. They pretend it's to keep non-US citizens from voting, but they know the reality of the situation. The more roadblocks they put up, the more lower and middle-class people they stop from voting, the better Republicans do in elections. People like your dad are just acceptable collateral damage in their eyes.
