The fact this is Breitbart instantly makes this very suspect to me.
I highly doubt that a sex doll company searched the internet for a random photo of a child to model it after.
I think its likely that a company tried to make a generic young doll and her child just has a fairly generic look so they look similar.
The fact that a company is even making a doll that can easily be compared to a child is extraordinarily disturbing. Im not defending the doll, I just think the made in the likeness of that specific child is likely untrue.

I suspect what's more likely is the "mom" posed her daughter like the doll, to elicit some fake "outrage" from people

Coming from brietbart, I'm going to assume that the mom saw a doll that vaguely looked like her daughter and decides to go this route.
