I have already posted scar cover-up tattoos here, and in the comments I often read "why a tattoo? Scars are more beautiful than tattoos" ... But sometimes the tattoo in particular gives the feeling of being beautiful again, and helps to restore one's body acceptance.

Plus it's just a gorgeous tattoo.

I knew cover-up tattoos were a thing but I didn’t know they were this good! If I saw only the second pic I would never believe there’s a scar under all that ink. Also, the fact that this tattoo is hiding a secret makes it ten times as interesting as a regular one

I find that often people will get tattoos over scars so those scars (which usually come from a very negative point in life) evoke a feeling of power and beauty when seen and not pity from others which happens. Also so that the person can look at that spot a remember the transformation rather than the initial reason the scar is there.
