Candle wicks often do this when they're left too long/tall. The mushrooming is caused by burnt carbon falling into the wick.

Leaving it like this will often make the flame much wider and taller than intended, reducing your burn time. It will also leave excess soot on the vessel, and create a smoky smell which will counteract any scent which may be in it.

If your melt pool has covered the entire top surface, blow it out, trim the wick and relight it.

[edit] also, to avoid the terracing wax as seen in the photo, make sure the melt pool has completely covered the top before extinguishing it. Some wax types have a "memory" (for lack of a better word) and won't melt all the way across on subsequent burns if the previous burn didn't melt the entire top.
