I think this depends on country/region of purchase. And also differs depending on retailer. Lots of carriers do this with phones purchased on a subscription. They sometimes have "branded" softwares which means they can customize the preinstalled system a bit.

On older phones (pre smartphones) The custom softwares usually just meant that the carriers logo would show up when booting.

Now with smartphones they install some apps instead. Some carriers only install the carrier specific apps such as "My pages" for logging in to view invoices and subscription usage. But some of them take money from app companies to pre install their apps.

In my country Samsung themselves rarely installs anything third party, except Facebook and maybe OneDrive.

I just bought an Unlocked phone directly from Samsung it did not come with any pre-installed games. Blame the carriers, who actually pre-install their own "apps", services and games from partners on the phones. Samsung does advertise within their own apps and most of them can't be uninstalled (even apps as useless as Bixby).

EDIT: Samsung has partnerships with services like Facebook (so it comes pre-installed on their devices, Sam also advertises aggressively on their own apps, TVs, etc.)

My USA T-Mobile samsung didnt have any of that crap on it.
