Worst part: for the cost of installing and maintaining they probably could have just bought shelters.

You many not like it but it’s also for safety reasons.

For what I can see, the left side (of the picture) is one or two lanes and the right side (of the picture) is three maybe four, which makes this a quite heavy trafficated road which also means that there is a high risk for a accident. If people were to live there, there would be a high risk of them being run over during an accident.

Homeless people shouldn’t live under bridges, overpasses or anything like that. The country they live in should give them shelters, that protect them from what ever harm that exists.

Austin Texas has shelters. The underpasses are used because the shelters don't allow drugs. Last year there was a fire in a homeless camp under an over pass and fire department couldn't fight it due to the amount is trash and used needles everywhere. The bridge was severely damaged and many firefighters were exposed to the burning toxins, burning drugs, and burning human shit
