If the protesters would just stand there and get shot like good citizens, they wouldn't have to worry about the police escalating to more violent tactics.

So much this. Cops want to turn things into riots. It's a tactic. If the news can call them riots in the morning it means any force used can be justified in the eyes of the masses. They know the best way to turn something heated but still peaceful into a riot is to do the very thing they're being protested for - excessive force
