Got banned from the fake cop subreddit today for telling them this exact thing.
Then start holding shit police officers accountable. Even if it's "a few bad apples", Get. Rid. Of. Them. You know who they are. Prove you're a good "apple" and (gasp) snitch on the bad ones. Make sure they don't work in LE so they can't continue abusing their power.
Until you do that, few people are going to trust you and this kind of legislation will continue. I say this as a law-abiding person who generally has nothing to fear from the police because I am white and male.
