This is Supercar 2050, it's an art piece that was commissioned by an advertising agency in Italy in 2010. It's not a functional vehicle, just a fibreglass shell with wheels to launch an advertising campaign. Here's a brief video. The slogan for it was "il futuro sta arrivando" (the future is coming), and it was promoting the ability to create viral internet marketing via social media which was still a pretty new concept at the time. They just parked it on the street with a website link and allowed the public to do the rest.
