Reptile hobbyist here, OP.

the gestation time for Eastern Painted Turtle eggs is approximately 72 days So if you set something in your calendar for that time frame you can watch for the hatchlings.

As for the lawn mowers, the eggs themselves should be safe as they are usually deposited roughly 4 inches below the surface

The best way to protect a nest is with hardware cloth or chicken wire. Raccoons will be your biggest concern. Here is an article on how to protect turtle nests.
