To everyone saying these cops were Hydra and that’s why they were looking at Fury this way; yes, we know.
The point is that Fury responded as if it was just another day for him rather than being spooked that these cops were eyeballing him like that.
He doesn’t know they’re Hydra, the basis of Fury’s comment is still that he thinks he’s being looked at funny by the cops because he’s black.
