A friend of mine who is also a veteran, had a lot to say about this.
Boiled down, he said that the role of the US military is to protect our citizens from enemy combatants. American citizens are not the enemy- even looters, rioters, etc have Constitutional rights to due process. No quarter means the military would deny Americans their rights and act as executioners.
Under the modern laws of war, "it is especially forbidden ... to declare that no quarter will be given". This was established under Article 23(d) of the 1907 Hague Convention "IV – The Laws and Customs of War on Land".
