I have a 120mm dummy round like this for American mortars. I would have local authorities come check it out just to be safe but you've got a pretty cool piece. I've never seen a silver round so I'm guessing it was given as a gift or something similar. Get it checked!
When I was in the army, I was aware of a tradition of silver/chrome plating bits of equipment for display purposes etc. I was saw a chrome plated 105mm artillery gun.
There's a reasonably liklihood this is such an ornament. Of course, there's also some liklihood that something inside part of it is trying to kill you. So worth checking with a responsible authority which of the two it is.

Looks like a mortar round. Maybe not an active one since it's all shiny.
