Pro portrait photographer here: The reason you get red eye is because the light of the flash is reflecting the blood in the back of your eyes. Most of the time you’ll see red eye from flashes directly on top of ones camera.
It sounds like your partially blind eye is blocking the reflectivity of the back of your eye.
Ps. I’m half deaf. 100% deaf in my right ear. Isn’t life fun with a little challenge?
