I work for a pharmaceutical company that is working on a CoViD-19 vaccine and the way which population is chosen for try outs of vaccines has to do with which area is affected and has a government that is cool with the testing and has sufficient people willing to be volunteers for vaccine tests. I don't know the context of this tweet but I doubt the head of a pharmaceutical company suggested this.
