How does this promote the "general welfare"? I get small government ideology but this is one of those things that makes you go hmmm... are Republicans counting on pharma to step up and fill the gaps? LOL.
This reminds of response of FEMA to Hurricane Katrina. Before 9/11 FEMA operated autonomously and was notable for its ability to mobilize diaster response. After 9/11 Bush admin puts FEMA under Homeland Security and every decision has gatekeepers and political decisions attached. Katrina response was haphazard at best and murderous at its worst. Thousands of trailers as temporary housing were mold ridden and unlivable. Cost cutting measures in govt cost lives,not budgets,cause some contractors always pocket the difference .A few bucks out of the budget,here comes your next pandemic.
