That is an electrician level. An S with a line through it is the electricians symbol for switch.

On blueprints, a sideways dollar sign indicates where a light switch goes. Not sure if its related.

That's a symbol for switch. As an electrician, I'm familiar with the torture that is lining up switches for 2+ gang boxes, this holds them still while they're tightened, so the cover plate fits properly.
