This is what we do in Austria when a trafficjam Happens on the highway, its called Rettungsgasse wich translates to something like Emergency-Road and its porpouse is that emergency vehicles can pass through.
In America we have something called “Massachusetts”, where you get as close to the car in front of you, cut each other off, and make sure not to use your turn signal because it could distract someone.

In the UK this doesn't happen, the emergency services just drive down the hard shoulder instead.
