When the World Trade Centers were built, the materials that were removed got dumped on the other side of the West Side highway, expanding the land down here.

Before that new land was developed, as it has been now, there was an arts project called "Art on the Beach" that supported art installations in that stretch of land. This was just one, there were several other installations worth visiting.

She's an artist and it was an installation called "Wheatfield: a confrontation". I don't know who paid for it but they only got about 17 bushels off the land (~1000 pounds of wheat). That is a very poor yield for New York state.
