The whole “good guys with a gun” solution is a purely reactive one. It’s first requires the shooting to, at least partially, take place before it can become preventative. At this point the solution is all about the mitigation of further loss of life after the initial losses have already been taken.
What’s more, the solution isn’t reflexive. A lot of things go into the reactions of the GGwG, meaning that the value of their mitigation will fluctuate wildly between incidents.
The Dayton shooting lasted 32 seconds. In those 32 seconds, 17 people were shot, of which 10 died.
The Virginia Beach shooter was active for nearly 20 minutes due to communications issues with police. 17 people were shot, of which 13 died.
Both happened this summer.
Good Guy with a Gun relies on the effectiveness of the Good Guy and the incompetence of the bad. Imagine what the Dayton shooter could have done with 19 extra minutes.
