That is a true statement that shouldn't be made without context. A lot of people think "raise them right" means things like, properly socializing, not being aggressive with them or abusive, etc. In actuality, just like humans not all pit bulls are born without mental problems and some dogs or breeds have proclivity for aggression. My friend has raised pitbulls his whole life as in 35 years and he had to give his away because it was just too dominant. My dad has raised dogs his whole life, as in 65 years and never had a problem with any of them except for the Akita, he didn't give it away but had to take precautions (not allowing it near small animals) because it would look at them as food. That akita's sister bit a childs face and the child needed surgery. These blanket statements like "certain breeds are bad" is not helpful but neither are statements like "it all depends on how you raise them".
