Actually the real problem is despawning. It seems you are on bedrock, which means that unless the light level is 8 or higher, hostile mobs won't despawn. This causes mobs (such as drowned) to build up into large numbers.
This seems to be a Bedrock exclusive issue. They don't appear nearly this often on Java and they won't usually leave the water to chase you or any villagers either

Those mfs are the WORST i hate them. There's like 32 drowned per block of water and that shit is not right
