That's industrial grade hemp cultivated as a source for fabric. Washington and Jefferson grew it, and the flag that Betsy Ross created, the Declaration of Independece and the rigging of the U.S.S. Constitution (Old Ironsides) were among the plethora of items made from it, until it fell out of favor post WWII.

Man these pictures pre 1940's are all creepy as fuck. Pretty bad ass picture but if you told me this guy murdered a whole town I wouldn't second guess it.
