I've had this conversation with my gyn while I was stripping down. He explained to me that some cultures and people dont just see nudity as potentially erotic but the act of undressing in front of someone. So being professionally examined is fine for them but undressing is something they prefer to do for their partner.
I've once heard that they do it this way to strictly divide the actual inspection from the talking part of the appointment because one situation requires the most professional behaviour you could imagine and the other one requires a more talkative behaviour, to make the patient feel safe, respected and understood. But the same phrase that can establish this feeling, can achieve the opposite while you're undressing/undressed.

Undressing in front of others has a way to make many feel vulnerable and since it's already a vulnerable situation... welp.
