Palestinians don't even have the rights to use common water supplies. According to Oslo agreements they can extract only 80 mcm/year. They extract 87 mcm for now and still, this is critically lacking. They forced to BUY water from Israel. And even with these purchases, the average Palestinian uses 3 times less water than the average Israeli.
Agriculture is suffering, there are constant droughts. The Israelis love to say that since 2005 the Palestinians have not even been able to save agriculture remaining to them from Israel. Ostensibly they are cavemen and deserve what happens to them. BUT TRY TO GROW ANYTHING WITHOUT WATER! ??And as a result, they don't have the opportunity to develop their economies. They can't even provide themselves with food and water at the proper level. If this is not Nazism, then what? In fact, they are slowly killed. And in such conditions, what do you want from them?
