Before I agree that this belongs here I would need to see the memorial. If it is the body of the child propped up by stakes with voodoo dolls around it, then that would change the situation
I've seen a few of these long-term placements on the road and my takeaway is that they're meant also as a warning for drivers: "Someone's child died here, right here. Be careful, be alert, slow down." That's a fairly profound memorial. Since when is a public service despicable?
