It's also a complete lie. 91bn is the estimated cost of the damage to PR, not the amount given in aid from the federal government.
EDIT - removed the 1.5bn claim as it was from a secondary source and I can't find a primary source for it. It definitely isn't 91bn though. Mea culpa.
