Restaurant valet here. If she left her car with the valet they'd ask for her keys. High end vehicles and VIP guests are often left up by the door. This is often where handicap spaces are located, so yeah, it was probably left in that area. With that said, if a guest pulled up and requested that the car be moved so they could use the handicap space, the valets would move the high end/VIP vehicle elsewhere immediately.
I'm not a fan of the Kardashian/Jenner family, but she likely did nothing wrong here.

What’s that fine? $250? To her it reads: “the fee to park here is $250.” The fun part is, she only has to pay that pocket change if she gets caught.
