If she’s already taken care of the kids needs without the child support, because who knows when it’s going to show up, then it makes sense that when she does get that money. she may take care of one of her wants.
ie mom makes $1000 per month, her total bills amount to $1000 a month, at the end of the month, the kid is taken care of, but she has $0, but then she gets $400 from dad. That money is going to pay mom back for when she took care of kid’s bills when dad didn’t.

Money is fluid. When the child support money comes in, is it her money that goes to cigs or the child support money?
We don't know if the kid is being neglected. She may effectively be receiving back pay or a reimbursement, in some ways.
