Anakin didn't build C3PO from scratch. He was serving as a protocol droid for the chief negotiator of the Manakron system. But then something happened, and some of his parts ended up in a junk pile on tatooine. Anakin found him, and started rebuilding him.
C3PO learned those languages when he was originally created.
Anakin built 3PO the same way a PC gamer “builds” a computer. Sure, you chose the parts and wired everything together, but you didn’t build the motherboard from scratch or anything like that. Anakin put the parts together but didn’t engineer them.
