I'm pretty sure this is a Verisure security camera (judged by the shape of the camera) , when the alarm is activated it take pictures when it detects movement (i have a similar camera at home from Verisure)
If it had tissue over it, it could well be that the owners thought to give you privacy rather than uninstall the security camera. Still, probably would've been worth them mentioning it.
