I once saw this in a book as a child and I believe the footnote was "Would you be more careful around trafic if you perceived the dangers of speed in the same way as height?". I dont have a source unfortunately but i think the artist wanted to show the dangers of fast vehicles represented as the danger of height to teach people to be careful around trafic.
