I would imagine that this is a deliberately misleading title, and she probably means those found attempting, or planning. Still a colossal fuckwit, but no way is it that exactly.

It looks like she's just calling to reintroduce the death penalty in general, not specifically only for suicide bombers. At no point in the article does she say that.
The article mentions nothing about possible or failed suicide bombers. The statement is designed to be attention grabbing with no real follow through or other planning. I have some belief she knew what she was saying to attract more people of the same calibre to the political party.
