That’s Royce Hall at UCLA. It was built to have tons and tons of imperfections(some say there’s 52 total, but I’m sure there are more). If you look closer you’ll see that it’s not symmetrical by a long shot, and not because of those windows at the top.

Ah. My school's pride and joy: Royce Hall at UCLA.

During orientation they told us that the reason why it's VERY asymmetrical is because the architect in charge was very religious and thought nothing could be perfect except God himself. So he purposely made it like this.

I don't know if it was just bogus they tell to incoming freshmen but I found it interesting.

It might just be an edgy design by the architect. Who knows.
