One of my dogs does this. He’s constantly dragging his crotch over the others. Must regularly sit on their heads. Makes sure his empty sack is going to be directly on the face of the victim. If they shift, he has to reposition so his ‘balls’ are back in the eye of his packmate. It really doesn’t look comfy, and it happens to be the one that considers itself to be the superior of the others, so I assume it’s dominance related.
