I have a hunch that over at Nintendo Luigi being a punching bag is a running joke. Like every game they try to fit in something where he gets shit on. In Mario Tennis if you win as Luigi Mario comes up on stage and starts stepping on Luigi's shoes. STRAIGHT UP disrespect.
