To be fair... they did effectively take cars away from people... who couldn’t pass the licensing exam... which I think, nobody will argue was a bad thing.
But you don't have to have a car registered to own it. Just to drive on public roads. If you're only driving on private land you don't need registration, you don't even need a license.
