My school used to do that too. The joke was on them tho, i never bought a parking permit so they never had my plate and could never prove my car was a student car (i parked in faculty/guest parking every day senior year)
When I was much younger and still living in NYC, a couple of my friends worked a hospital that had valet, as the valet guys. (they constantly complained about very few people giving tips, but I digress). The hospital had stickers like that, but they more or less covered the entire side window. They said that the highlight of their job was getting to slap that on some car who used the hospital lot for other purposes.
As a lawyer, I assure everyone debating whether this is legal or not that without reading the relevant municipal regulations and the delegation of administrative authority to the school, you are talking 100% out of your ass.
