My last dog was a firm believer that everyone wanted to be loved and to love on him. It was adorable to everyone that wasn't intimidated by 100lbs of wiggling boxer.
I have a newly adopted shelter dog that loves going up to people but gets shaky and nervous when they pet him (he was found as a stray and I think he has previous trauma related to strangers).
Whenever he lets people pet him and he relaxes and stops shaking, I just gently let him know “see? People just want to love you Li’l dude”. So I understand what the owner might be doing if their dog was also a shelter pup.
