I looked up why these kids were dressed up like this, and the original title of this photo is "Утренник в детском саду в 1960 году" which translates to " Kindergarten school play in the 60s".
These kids are wearing traditional dresses because they're in a school play. Russian kids didn't typically dress like this in the 60s. Everyone wore what the rest of Europe wore.
